Robert "Bobby" Peter Lucas Jr. was walking on College Park Blvd. in Virginia Beach, Virginia, on November 15, 1975, when he was struck by what reports state was a mid-size automatic transmission automobile. He was thrown approximately 40 feet after he was struck by the vehicle and died from his injuries. A blue paint smear was found on the victim's beige pants and was sent to the FBI lab for testing.
