***UPDATE*** - On December 18, 2025, Cumberland County District Attorney Seán M. McCormack announced that Warren Genell Bennett II, 39, of Jacksonville, FL, and Rochita R. Mobley, 43, of Carlisle, had been indicted by the 16th Investigating Grand Jury of Cumberland County on first- and third-degree murder charges and other offenses related to the July 2, 2020 shooting death of Paul Laney,
Shortly after midnight on July 2, 2020, around 12:07–12:10 a.m., residents near Memorial Park in Carlisle, Pennsylvania, heard a rapid sequence of gunfire—it was mistaken by some for fireworks. Police responding to multiple 911 calls arrived at the intersection of West Penn and North West streets to find a severely damaged vehicle that had struck a utility pole and come to rest on nearby railroad tracks. Inside the vehicle was the driver, Paul Arthur “Bay” Laney, age 42, who had been shot multiple times. Witnesses and responding officers described the attack as an ambush—multiple shots fired at close range. Despite emergency medical efforts by officers on scene and paramedics afterward, Laney sadly succumbed to his injuries.
